Community Intervention Center (CIC)
The Community Intervention Center (CIC) is a contracted entity of the Kenosha County Division of Aging & Disability Services designed to enable Kenosha to discharge its obligations per Chapter 51, Wisconsin's State Alcohol, Drug Abuse, Developmental Disabilities and Mental Health Act.
The CIC is the hub of a managed care system functioning as the single point of entry for all eligible persons needing public funding for alcohol-drug problems or mental illness. Referral and other information may be obtained by calling 262-657-7188 or 1-800-236-7188.
The CIC consists of three distinct programs: Crisis Intervention/KARE Center/Victim of Crime Act (VOCA); Intake-Assessment; and Care Management.
Crisis Intervention / KARE Center
Crisis Intervention is an emergency counseling service available to adults, 24 hours a day, seven days a week. "Crisis" utilizes mobile counselors professionally trained to intervene in personal crises. Counselors de-escalate situations caused by alcohol and drug abuse, mental illness, emotional problems and trauma due to crime.
The Kenosha Adult Residential Emergency (KARE) Center is a professionally supervised, ten (10) bed home in the city of Kenosha. The Center is designed to provide a positive alternative to hospitalization for adults who are experiencing an emotional crisis or who are in need of social setting detoxification, as well as those who are homeless due to mental illness. Admission is arranged through Adult Crisis or other CIC personnel.
Intake and Assessment
The Intake and Assessment Unit acts as the gatekeeper for the Kenosha County Division of Disability Services clients. Persons are evaluated, treatment plans developed, and services are coordinated and authorized for Kenosha County residents who are mentally ill or alcohol or drug dependent, but are without personal financial means or insurance. Examples of services available would include outpatient therapy, psychiatric services, supportive home care, inpatient services, respite, and care management. Intake-Assessment may occur by appointment at the CIC, in a hospital setting, at the KARE Center or in a client's (consumer's) home.
In addition, this unit facilitates Chapter 51/55 court proceedings and assists in the planning and implementation of court-ordered services for persons transitioning into the community from hospitals, residential placement and/or the KARE Center. Short-term case management services are available to aid the transition.
Care Management
The CIC defines care management as an organized process for assuring that the full range of treatment, rehabilitation, and support services necessary to address a person's disabling condition is brought to bear in a planned, coordinated, efficient and effective manner. This process ideally maximizes individual choice and determination and always seeks the least restrictive environment. The recovery concept is highly valued. A health promotion approach that stimulates individual responsibility and self-help is encouraged. Persons with disabilities define their own needs and are active collaborators with a variety of professionals and services.
Specialty areas within CIC Care Management are: Community Integration and Targeted Case Management for Medical Assistance Recipients, Homeless Mentally Ill, and Community Living Program.
Additional services: Other services that are provided by the CIC include the Guardianship Program (Corporate), Adult Family Home Certification, Ombudsperson, Assistance with Three-Party Petitions for Involuntary Civil Commitment of Mentally Ill Persons, and a Protective Services Unit for persons protectively placed per WS 55.

(KHDS) share the mission to assure that services are available for Kenosha County residents which are clinically sound, community-based, least restrictive, economically realistic, and prioritized on a most-in-need basis.
