Services
Kenosha County's Division of Aging and Disability Services provides the following programs and services designed to help Kenosha residents. The services are available through the Aging and Disability Resource Center (ADRC).
Adult Protective Services
Adult Protective Services assists older persons and younger adults with a physical disability who may be victims of physical abuse, neglect, emotional abuse, financial abuse or self-neglect. Intervention options include:
- Risk assessment
- In home services
- Support services
- Financial protection
- Guardianship
If you are worried about someone who may be a victim of abuse call our office at 262.605.6646 and request that we visit with that person.
Benefit Assistance
The Benefit Assistance Program assists persons who are experiencing problems with their insurance or public benefits. Contact the Benefit Specialist for help with Social Security, Medicare and Medicaid, housing and other benefit issues. Staff are able to help seniors and persons with disabilities.

Community Intervention Center (CIC)
The CIC is the contracted operations hub for providing mobile & residential crisis services, assessment, authorization & case management services plus specialty services such as guardianship, adult family home certification, Family Support and others.

Community Support Program (CSP)
Intensive case management services to persons with serious and persistent mental illness.

Daybreak
Daybreak is a respite program for caregivers and persons with Alzheimer’s Disease or similar dementia held at three sites – Kenosha, Bristol, and Twin Lakes. Daybreak provides activities and socialization for persons in the early to mid-stages of Alzheimer’s Disease or other dementia and respite for the caregiver.
Information Assistance and Access (IAA)
The Information, Assistance and Access (IAA) staff receive requests for information, help with a variety of concerns and maintain a community resource file. In home visits are conducted with older adults and persons with a physical disability seeking long-term care service. Needs are assessed as well as financial eligibility for funding. The IAA staff are part of the Aging and Disability Resource Center.
Inpatient Psychiatric Services in a Hospital
Acute psychiatric inpatient care @ St Luke’s Hospital-Racine, WI, for local inpatient mental health and alcohol-drug detox purposes.

Intoxicated Driver Program (IDP)
Assessment & treatment services for persons convicted for Operating While Intoxicated (OWI), also referred to as “drunk driving.”

Assessment, treatment planning & monitoring of persons committed for observation or treatment per Wisconsin Chapter 51.

Eligibility and certification for Medical Assistance (Title 19) coverage of nursing home care or Family Care.
Out Patient Psychiatric Medication Management, Evaluation & Counseling
Various contracted providers furnish these services. These services are accessed and authorized by the CIC

Acute and/or long term psychiatric inpatient care. These services are accessed and authorized by the CIC, plus formal pre admission review & approval by DDS.
