Welcome to the Kenosha County Department of Planning and Development Web Site,

It is our hope that this Web site will assist you in your decisions regarding your individual property as well as your neighborhood. Our mission is to balance development with conservation of our existing environmental and agricultural resource base.

Let me begin by noting that our department oversees five divisions of County Government – County Development, Land Information, UW-Extension, Housing Authority and Surveying.

  • The Division of County Development oversees planning, growth, and development of the county, while preserving our natural resource base. We are partners with the seven townships (specifically the Towns of Brighton, Bristol, Paris, Randall, Salem, Somers, and Wheatland) in the implementation of the County’s General Zoning and Shoreland/Floodplain Zoning Ordinance. This division together with local municipalities is about to embark on a joint effort to create a comprehensive plan for Kenosha County to comply with current State statutes.
  • The Division of Land Information by State law is responsible for the interpretation of legal descriptions on recorded documents and maintenance of the real estate assessment roll for assessment and taxation purposes.
  • The mission of the Kenosha County University of Wisconsin-Extension office is to identify and respond to the needs of diverse families and communities for practical education, research and knowledge. The UW-Extension office also provides a link to the research and resources of the entire University of Wisconsin System.
  • The County Housing Authority operates to conserve, rehabilitate, and improve property owned or occupied by low- and moderate-income residents in Kenosha County. The County Housing Authority also administers a buyout program for homes in the 100-year floodplain of the Fox River in the Town of Salem, Town of Wheatland, and Village of Silver Lake.
  • County Surveying and its function, pursuant to Section 59.45 of the Wisconsin Statutes, is also a part of the Department of Planning and Development.  The Division of Land Information is the repository of this valuable surveying data along with providing assistance to surveyors as it relates to survey monuments of the County being a part of the U.S. Public Land Survey.
