In April 2010, County Executive Jim Kreuser convened a Blue Ribbon Committee on Countywide Bicycle Facilities Planning and Development. The intent of this committee is to bring representatives from all of Kenosha County’s communities, along with key stakeholders, to work together toward creating a coordinated network of bicycle facilities, utilizing existing and proposed plans throughout Kenosha County.
Working together as a County will ensure that the development of bicycle and pedestrian facilities allows residents and visitors can travel seamlessly between and through the local municipalities within Kenosha County, and also connect with existing and planned facilities of adjacent counties in Wisconsin and Illinois.

In July of 2010, the committee completed work with the Bicycle Federation of Wisconsin to form a shared vision for bicycling and to prioritize projects to improve bicycling conditions in Kenosha County. The committee arrived at the following vision statement:
In the future, bicycling in Kenosha County will be an accessible, safe, healthy, practical and viable form of transportation and recreation. The bicycle network will provide convenient connections between communities, places of employment, parks, schools, recreation areas, retail establishments and other popular destinations.
The Bicycle Federation of Wisconsin, under direction from the committee, prepared a planning document (A Vision for Bicycling in Kenosha County, Wisconsin), which identifies priorities for bicycling in Kenosha County.
